A second woman has come forward claiming she was sexually assaulted by the same man who allegedly raped former Liberal staffer Brittany Higgins.

The woman spoke to the paper on the condition of anonymity and said she was inspired by Higgins.

“I am telling my story because I want to support Brittany and I want to help shine a light on this awful culture,” she told The Australian.

According to the report, the second woman’s alleged assault occurred late last year.

Prime Minister Scott Morrison addressed the report on Saturday morning, calling it “upsetting”.

“I’m very upset about this, particularly for the young woman [involved],” he said.

“I don’t know who it is and I don’t need to know. But it is very distressing.”

Morrison insisted all ministers and political staffers who had knowledge of Mr Higgins’ alleged rape sought to refer the matter to police.

A spokesperson for Minister Reynold’s told 7NEWS.com.au she had no contact with the alleged offender since his dismissal in 2019 and only became aware of the new allegations through media coverage.

The report comes days after Higgins went public with her own allegations.

She said on Monday she was allegedly assaulted by a former colleague when she was a staffer under Defence Minister Linda Reynolds in 2019.

In the days since going public with the allegations, she has accused Prime Minister Scott Morrison of having a “victim-blaming rhetoric” and, on Friday, asked the Australian Federal Police to proceed with a complaint against the alleged perpetrator.

“Today I have re-engaged with Australian Federal Police and will proceed with a formal complaint regarding the crime committed against me in what should be the safest building in Australia,” Higgins said in a statement on Friday.

“I want a comprehensive police investigation into what happened to me on 22-23 March 2019 and for my perpetrator to face the full force of the law.

“The Australian Federal Police have made assurances to me that they will handle this matter thoroughly and transparently.

Higgins previously said she had decided not to pursue a police complaint at the time because she felt that doing so would affect her employment.

Morrison has also asked his department secretary Philip Gaetjens to investigate a text message that cast doubt on when his office first found out about the alleged assault.

He said his office found out last Friday and he was personally told the following Monday.

But the text message claims the Prime Minister’s Office was shortly after the 2019 incident.
